Close an ATA Carnet by reconciling the goods and customs movement records, then completing the issuing chamber’s discharge requirements. A successful physical return is important, but it does not automatically prove that every temporary admission was correctly closed.
What matters
Check that the relevant export, temporary import, re-export and re-import movements were validated. Match the item numbers and quantities, particularly where goods returned in separate consignments or travelled through several countries. Preserve the records for the carnet format used.
If a validation is missing or inconsistent, contact the issuing chamber and relevant customs representative promptly. They can identify what evidence, or authority confirmation may be needed. A delivery receipt may help explain the movement but should not be assumed to replace the required customs evidence.
Return the carnet or complete the applicable digital closure requirements as instructed by the issuer. Obtain confirmation of the discharge position and retain the related correspondence. Any release of security depends on the issuing arrangement and outstanding liabilities.
A common mistake
Filing the carnet away once delivery is complete without checking customs endorsements and the issuer’s closure requirements.
What if some goods stay abroad?
Ask the relevant customs authority and chamber how to regularise those items; do not represent them as returned.
